On Wednesday 18 December, Ofgem confirmed changes required to the Energy Company Obligation
(ECO3) that will allow for a lifetime of First Time Central Heating (FTCH) measures to be increased to 20
years, with scores to be adjusted accordingly. Other amendments to the ECO3 measures include the
addition of a new measure type for solid floor insulation, and splitting off improvements for weather/ load
compensation from the installation of gas and LPG boilers into a freestanding measure. The amendments
will come into effect alongside ECO3.1 on 1 January 2020, while the draft ECO3 guidance will open to
stakeholder feedback from the same date.
