Proposals to update the government’s Fuel Poverty Strategy were published on Monday 22 July. Key measures include broadening how fuel poverty is measured to include a ‘Low Income Low Energy Efficiency’ metric which captures all low income households living in inefficient homes based on Energy Performance Certificates. It also proposed clarifying that the government will consider the impact of policies on the health and wellbeing of people on low incomes, even when they live in a reasonably energy-efficient home, and that a new sustainability principle will be introduced that ensures policies contributing to the fuel poverty target are complementary to other priorities such as the Clean Growth Strategy and the Industrial Strategy. It is proposed that the current fuel poverty target and interim milestones are retained. Responses are requested until 16 September.
