During his Spring Statement on Wednesday 13 March, Chancellor of the Exchequer Philip Hammond announced that the government is to introduce a Future Homes Standard to end fossil-fuel heating in all new houses from 2025. He said: “The government is determined that we will be the first generation to leave the environment in a better state than we found it.” In a Written Ministerial Statement published soon after the speech, Hammond said this would involve low carbon heating and energy efficiency. He also announced a consultation on decarbonising the gas network to take place later this year. Additionally, he announced a call for evidence on whether all passenger carriers should be required to offer additional carbon offsets.
