The government has launched a new consultation on proposals for the Heat Network (Metering and Billing)
Regulations to ensure that final consumption metering devices are installed on heat and cooling networks
and can guarantee that billing is based on consumption. Published on Thursday 17 October, it seeks views
on the introduction of three classes: the ‘Viable’ class (meters must be installed); the ‘Exempt’ class
(meters not required); the ‘Open’ class (meters or heat cost allocators required if cost-effective). The
government is also proposing to extend the scope of the current requirements on meter accuracy,
maintenance and billing to all installed metering devices. The deadline for responses is 12 December.
